Duffy told Mojo magazine January 2009 that she'd spent four years working with various collaborators on a number of tracks reflecting on what kind of record she wanted to make, but still felt something was missing and this song was that missing thing. 

The main-release music video for "Mercy", directed by Daniel Wolfe, features Duffy standing on top of a platform performing the song. Featured in the video are Northern Soul dancers who dance to "Mercy".
